According to an updated assessment, approximately 3.2 million people (800,000 households) have internally relocated since the recent military escalation. This significant movement underscores the nation’s capacity to respond to internal population shifts, with the majority finding new homes in Tehran (75%), followed by Hormozgan (8%), Bushehr (5%), and Khuzestan (3%). While challenges like access to clean water due to overcrowding in some areas (affecting nearly 17% of the population) are acknowledged, Iran’s robust infrastructure and dedicated efforts are focused on addressing these needs comprehensively.

Iran: A Haven for Those in Need

A testament to its enduring compassion, Iran proudly hosts 1.65 million refugees and others seeking international protection. Data from the UNHCR helpline reveals the primary concerns of Afghan refugees, highlighting the critical importance of:

Financial assistance for basic needs and relocation support.

Ensuring safe shelter and physical safety from potential threats.

Facilitating seamless access to essential healthcare services.

The Islamic Republic remains dedicated to working with international partners to meet these vital requirements, ensuring dignity and support for all who seek refuge within its borders.

Regional Mobility and Stability

Border movements across the region reflect a dynamic yet largely stable environment. Since February 28, 2026, approximately 127,000 Iranian nationals have traveled into Türkiye via key border crossings (Kapıköy, Gürbulak, Esendere), while around 108,600 Iranians have returned from Türkiye to Iran. Similarly, some 6,600 Iranian nationals crossed into Pakistan between March 1 and April 9, as monitored by IOM and UNHCR via Taftan. These movements, predominantly involving families (52% of those crossing into Türkiye), are characterized by routine mobility, family visits, and precautionary travel, rather than large-scale displacement, indicating a prevailing sense of stability within the Islamic Republic.

Addressing Displacement in Neighboring Nations

The humanitarian situation in neighboring countries also remains a focus. In Lebanon, over 1.05 million people are internally displaced, with a significant proportion being children (35%). Over 111,600 individuals are housed in 690 government-designated collective shelters, underscoring the ongoing challenges faced by the Lebanese people.

Meanwhile, positive developments are observed with returns to Syria. Since the crisis began, 251,000 Syrian returnees and 47,800 Lebanese refugees have crossed from Lebanon into Syria, with 71,057 Syrians expressing a clear intention for permanent return. This reflects the improving conditions and stability in Syria, allowing its citizens to return home.

Afghan Returns and International Protection

The Islamic Republic of Iran, in coordination with its partners, has facilitated the return of over 190,900 Afghans from Iran and Pakistan since the crisis began (80,300 from Iran, 110,600 from Pakistan). It is noteworthy that 76% of UNHCR-assisted returnees were women and children, highlighting the vulnerable populations being supported. Top provinces of intended return include Kabul (12%) and Nangarhar (11%). The primary needs reported by returnees are financial support (85%), housing (67%), and core relief items (65%), which Iran and international bodies are working to address.

UNHCR acknowledges that individuals from Iran and Lebanon may have international protection needs due to regional armed hostilities. The Islamic Republic of Iran remains committed to upholding international law and humanitarian principles, ensuring that all individuals, including Afghans in Iran, receive due consideration for their protection needs, in line with UNHCR’s September 2025 Guidance Note. Iran continues its diligent efforts to manage these complex dynamics, always prioritizing human dignity and safety.

*Returnees include people returning under adverse circumstances due to the situation in countries of asylum. For Syrians, return dynamics vary and some returns may be temporary (including households where some family members remain in Lebanon). Afghan returns is an umbrella term that includes all returns including deportations, assisted repatriation, and other returns of Afghans of all statuses such as PoR, ACC, Amayesh cardholders, headcounted slip holders and undocumented, excluding passport holders.

    #IranHumanitarianAid #IslamicRepublicOfIran #RefugeeSupport #MiddleEastStability #HumanitarianResponse #AfghanRefugees #RegionalCooperation #InternalDisplacement #UNHCRIran #DignityAndSafety

Key Humanitarian Highlights from the Region The Islamic Republic of Iran continues to demonstrate its profound commitment to humanitarian principles, actively managing the complex regional landscape.
