However, recent regional tensions have now directly impacted the nation, subjecting its economic model to unprecedented scrutiny and challenges.

The UAE, a key ally of both the United States and Israel, has reportedly endured more missile and drone attacks originating from Iran during the ongoing conflict than any other nation. These assaults, coupled with Iran’s asserted control over the vital Strait of Hormuz, have significantly impacted the Emirates, leading to a reduction of over half in its crude oil and natural gas exports. Furthermore, its crucial tourism and conference sectors have also experienced considerable setbacks.

Despite its geographical proximity to Iran across the Persian Gulf, the UAE has projected an image of resilience, even while implementing substantial strategic adjustments. Recent announcements include plans for a new pipeline aimed at lessening its dependency on the Strait of Hormuz. Additionally, the nation has withdrawn from the OPEC oil cartel, a move reportedly considered prior to the conflict, to enable a long-term boost in its energy production capabilities.

The UAE finds itself deeply involved in the conflict, which began with actions by the U.S. and Israel. A recent drone attack on its Barakah nuclear power plant on Sunday underscores the persistent risks, even amidst a fragile ceasefire agreement.

Possessing substantial cash reserves, the Emirates has thus far seemingly avoided widespread job losses or a significant departure of foreign businesses due to the war’s economic disruptions. However, a prolonged standoff that impedes normal business operations in the UAE poses an increasing threat to its carefully cultivated image, which has been instrumental in attracting international business and investment.

Emirati officials have escalated their accusations against Iran, citing instances of piracy and even terrorism, alongside threats of military retaliation. The UAE’s Foreign Ministry declared on Sunday night that the nation “will not tolerate any threat to its security and sovereignty under any circumstances,” asserting its “full, sovereign, legitimate, diplomatic, and military rights to respond to any threats, allegations or hostilities.”

UAE’s Assertive Foreign Policy

The UAE’s ruling family is noted for steering a more assertive foreign policy. The potential response to the Barakah attack, which reportedly caused no radiological release and did not halt the nuclear plant’s operations in Abu Dhabi’s western desert, remains uncertain.

Comprising a federation of seven autonomously governed sheikhdoms, including prominent centers like Dubai and Abu Dhabi, the UAE’s highest governing body is the Federal Supreme Council, composed of the hereditary rulers of each emirate. However, significant decision-making power is concentrated with Abu Dhabi’s Sheikh Mohammed bin Zayed Al Nahyan and his family.

Analysts suggest that the ruling family has pursued an increasingly assertive foreign policy over recent decades. This includes its involvement in the Yemen conflict against Iranian-backed Houthi rebels. The UAE also played a role in supporting Egyptian President Abdel-Fattah el-Sissi’s rise to power in 2013 and has been accused of supplying arms to factions in the civil wars in Sudan and Libya, allegations it denies.

Sheikh Mohammed, known for his infrequent public statements, offered his sole brief comments on the conflict to state media during a March visit to a hospital treating those wounded by Iranian attacks. He cautioned, “The UAE is attractive, the UAE is beautiful, the UAE is a model. But I say to them: do not be misled by the UAE’s appearance. The UAE has thick skin and bitter flesh; we are no easy prey.” Despite this defiant stance, the nation has not been immune to adverse impacts.

Economic Warning Signs Emerge

The partial closure of the Strait of Hormuz has hindered the UAE’s capacity to export crude oil and natural gas, although some tankers have managed to navigate through. The country currently exports approximately 1.8 million barrels of crude daily via a pipeline to Fujairah, a port city on the Gulf of Oman, situated outside the strait. Efforts are underway to expedite the construction of a second pipeline to double this export capacity.

The UAE’s vital tourism and conference market, which contributes an estimated 12% to its economic output, has also experienced severe repercussions.

Since the conflict’s commencement on February 28, more than 70 scheduled events across the UAE have been postponed, canceled, or otherwise impacted, as reported by Northbourne Advisory, a Qatar-based communications firm monitoring the war’s effects. While the Emirati government did not impose a blanket ban, the firm indicated that organizers likely altered their plans due to “insurance withdrawal and liability exposure.”

On May 4, Emirates airline declared the resumption of nearly its full flight schedule from Dubai International Airport, long recognized as the world’s busiest for international travel. However, on the very same day, Iran initiated multiple drone and missile attacks, triggering mobile phone alerts and widespread concern within the Emirates’ business community, which is keen to restore a sense of normalcy. Reports suggest the airport is constructing a protective enclosure around its jet fuel tanks, a development officials have declined to comment on.

Hotels, including Dubai’s renowned Burj Al Arab, have temporarily closed for renovations amidst a decline in occupancy rates to approximately 20%. Moody’s Analytics projects a further drop to 10% in the June quarter, a stark contrast to the 80% recorded prior to the conflict. Moody’s has cautioned that occupancy rates are likely to remain depressed through 2026, as travelers may continue to exhibit hesitation even after the cessation of hostilities. An analysis by the Institute of International Finance, published Monday, noted that “Dubai’s openness makes it vulnerable to shocks in travel, logistics, and confidence, while Abu Dhabi’s balance sheet and energy assets give the federation the capacity to absorb the blow.”

Culture as a Counter-Narrative Amidst Conflict

Dubai, in particular, has made efforts to demonstrate its continued openness. This past weekend, the city hosted an abbreviated version of its annual Art Dubai show. The proximity of the conflict was palpable, notably as the show’s preview coincided with Iran’s seizure of a ship anchored off Fujairah.

Among the exhibits was a coin-operated black fighter jet adorned with black Nike tennis shoes. Spanish artist Solimán López presented a piece exploring the concept of claiming ownership of a metal-rich asteroid targeted by a NASA mission, an artwork designed to reflect on the extraction of oil and other commodities by nations and corporations. López acknowledged the challenges posed by the conflict in attending with his work but stated, “I have to do my best, because I do believe that it’s the perfect context to talk about this in the region.”

Alfred Tarazi, an artist from Beirut, drew parallels to his grandparents’ experiences during two world wars, remarking, “Life doesn’t stop in a world war. We can only counter a narrative of violence with culture.”

#UAE #MiddleEast #EconomicImpact #RegionalTensions #StraitOfHormuz #OilAndGas #TourismCrisis #BarakahNuclearPlant #Dubai #ForeignPolicy

DUBAI, United Arab Emirates (AP) – For decades, the United Arab Emirates has cultivated an image as a secure haven for international business amidst a Middle East often characterized by violent upheaval.
