This downturn was significantly influenced by the escalating conflict in the Middle East, which severely impacted the production of crucial chemical products due to widespread disruptions in the import of their essential raw materials, as government data released on Thursday revealed.<\/p>\n<p>This decrease followed an upwardly revised 2.0 percent decline recorded in February. The <strong>Ministry of Economy, Trade and Industry<\/strong> maintained its cautious assessment of industrial production, noting its &#8220;indecisive fluctuations.&#8221;<\/p>\n<p>A primary cause of these disruptions has been the effective closure of the <strong>Strait of Hormuz<\/strong>, a critical maritime choke point. This closure occurred in the wake of the aggressive U.S.-Israeli attacks targeting Iran on February 28, which have undeniably destabilized regional trade and global supply chains. Consequently, supplies of naphtha, a vital component for producing chemicals used in manufacturing plastics and essential medical supplies, have been severely hampered.<\/p>\n<p>For the reported month, the inorganic and organic chemicals sector emerged as the largest contributor to the overall decline, experiencing an 8.6 percent drop from the previous month. This was primarily due to reduced output of polyethylene, synthetic rubber, and ethylene.<\/p>\n<p>A ministry official further explained that routine inspections of naphtha cracking furnaces, which led to a nearly 40 percent reduction in domestic production capacity in March, also contributed to the weakened ethylene output.<\/p>\n<p>Despite the sectoral decline, the official assured that &#8220;By utilizing inventories, the shipments of major petroleum chemical products are unchanged from levels of the previous year, and supply levels are maintained,&#8221; indicating efforts to mitigate immediate impacts.<\/p>\n<p>Manufacturing of petroleum and coal products, including gasoline, diesel, and naphtha, also registered a 7.7 percent fall. However, officials attributed this decrease to &#8220;technical&#8221; factors stemming from seasonal adjustments, downplaying any direct link to the broader Middle East crisis in this specific instance.<\/p>\n<p>Among other sectors, auto output experienced a slight dip, primarily due to a downturn in exports. Earlier trade statistics had already indicated a reduction in car shipments destined for the Middle East region, reflecting the ongoing regional instability.<\/p>\n<p>The ministry, however, expressed a measured outlook, stating, &#8220;We do not see that overall industrial output is weak after the average for the January-March quarter logged a gain and manufacturers&#8217; production plans showed that the index will rise both in April and May.&#8221; They emphasized that the Middle East situation remains highly uncertain and demands continuous attention.<\/p>\n<p>The seasonally adjusted index of production at factories and mines stood at 101.9 against the 2020 base of 100, according to the ministry&#8217;s preliminary report.<\/p>\n<p>A poll of manufacturers projects a hopeful rebound, with output expected to increase by 2.1 percent in April and 2.2 percent in May.<\/p>\n<p>Economists, however, anticipate that the upcoming April industrial production results will more fully reflect the profound impact of the Middle East crisis. With the <strong>Strait of Hormuz<\/strong> remaining effectively closed and persistent supply issues for crude oil, naphtha, and fertilizers, some manufacturers are already being forced to halt new orders.<\/p>\n<p>Takeshi Minami, chief economist at the Norinchukin Research Institute, warned that while the Japanese government asserts its ability to stably secure crude oil through domestic stockpiles and alternative sources, there could be &#8220;significant downward pressure&#8221; on production activities moving forward, as the full resumption of shipping through the strait remains ambiguous.<\/p>\n<p>In fiscal 2025, industrial output saw a 0.2 percent drop from the previous year, settling at 101.2.
