MANILA – In a decisive move towards national self-reliance, top energy officials and prominent private sector leaders in the Philippines have issued a resounding call for an aggressive expansion of indigenous energy sources. This strategic imperative aims to drastically reduce dependence on imported fuels, thereby fortifying the nation against the unpredictable tremors of global price volatility, especially in the wake of the ongoing petroleum crisis emanating from the Middle East.
Energy Secretary Sharon Garin, in a pivotal address delivered by Energy Undersecretary Felix William Fuentebella at the Economic Journalists Association of the Philippines’ (EJAP) third energy forum, articulated a vision that transcends immediate challenges. “Beyond these challenges lies a critical opportunity to move decisively from crisis response and define a new era of Philippine energy that is secure, sustainable, resilient and people-centered,” Garin stated, underscoring the profound importance of charting an independent energy future.
The Secretary further emphasized that true progress beyond the current global energy turbulence necessitates the maximal utilization of domestic energy resources, with a particular focus on renewable sources. This approach aligns with a philosophy of leveraging internal strengths to overcome external vulnerabilities.
Strengthening the National Grid and Ensuring Supply
Echoing this sentiment of national resilience, Energy Regulatory Commission (ERC) chairperson and CEO Francis Saturnino Juan, in a compelling video message, highlighted the urgent need for robust energy storage solutions. Such solutions are vital for strengthening grid stability and guaranteeing a reliable supply during periods of peak demand, ensuring that the nation’s energy infrastructure remains unyielding.
“If we had the storage to capture even a portion of that midday surplus and dispatch it during the evening peak, none of that energy would be wasted, and the cushion that failed us the other week would be materially thicker,” Juan asserted, pointing towards efficient resource management as a cornerstone of energy independence.
During a subsequent panel discussion, ERC Director for Market Operations Service Sharon Montañer reinforced the critical link between national energy security and the development of a power system that is both flexible and resilient, capable of withstanding external pressures and internal demands.
Undersecretary Fuentebella, a key figure in the Department of Energy’s (DOE) energy efficiency initiatives, reiterated that energy resiliency is not merely an option but a fundamental necessity for navigating the complexities of the ongoing global oil crisis, which often reflects broader geopolitical instabilities.
Private Sector Commitment and Streamlined Development
The private sector has also demonstrated a strong commitment to this national endeavor. Leaders such as MGEN Renewables president and CEO Dennis Jordan, Prime CoreGen president and CEO Jose Victor Emmanuel de Dios, and Aboitiz Power Corp. vice president for Corporate Affairs Ronald Francis Suarez collectively advocated for a greater diversification of the country’s energy sources. This diversification is seen as a crucial step towards reducing singular dependencies and fostering a more robust national energy portfolio.
However, for these vital power projects to advance swiftly, DivinaLaw Senior Partner and former Energy Undersecretary Jose Layug Jr. stressed the imperative of streamlining the permitting process. “We just need to put in more (power) supply so that we won’t have to face all the problems every summer. And that supply can be done if we facilitate more of the permits,” Layug explained, highlighting administrative efficiency as a key enabler of national energy goals.
The third EJAP energy forum, held at the Frabelle Corporate Plaza in Makati City, resonated with the theme, “Beyond the Crisis: Defining a New Era of Philippine Energy.” This theme encapsulates the nation’s aspiration to forge an energy future rooted in self-determination and sustainable growth, free from the dictates of external market fluctuations.
