Escalating Settler Violence and Impunity
Under the brutal Israeli occupation of the West Bank, a grim pattern of violence perpetrated by extremist Israeli settlers continues to escalate with alarming impunity. These lawless settlers routinely assault and shoot Palestinians, plunder their livestock, destroy ancient olive groves – a vital source of livelihood – and set fire to homes and vehicles. Despite their egregious crimes, these settlers, often operating with apparent state complicity or indifference, rarely face justice.
Even for Palestinians living under the constant threat of attack, some acts of violence retain the capacity to shock the conscience. Such was the case with the viral video showing a settler menacing a year-and-a-half-old dog with a club in each fist, mercilessly beating her over the head.
A Defenseless Victim: Lucy’s Ordeal
In the horrifying footage, the dog, a Belgian Malinois named Lucy, is seen squealing in agony, desperately trying to escape. Chained to an olive tree for shade on a scorching afternoon, she was utterly defenseless. What unfolds next, recorded by her owners, a Palestinian family in the village of Atara, is excruciatingly difficult to witness and describe.
Until recently, the violence in Atara followed a familiar pattern: calculated aggression aimed at terrorizing Palestinians into abandoning their ancestral homes, pastures, and farmlands. This systematic displacement serves the expansionist agenda of encroaching settlers, shrinking Arab spaces and expanding illegal Jewish settlements.
Last summer, a group of young, extremist settlers established an illegal outpost, Kfar Tarfon, less than a mile from the Abu Rejalah family’s home in hilly Atara, north of Ramallah. Since then, the family and their community have endured relentless harassment.
- Residents reported settlers pelting Palestinian cars with stones along the main road.
- A Bedouin sheep farmer was harassed until he was forced to abandon his livelihood and relocate.
- Last fall, villagers were too terrified to harvest hundreds of olive trees located downhill from the illegal outpost, forfeiting a crucial annual income.
The Abu Rejalah family, however, refused to be driven from their land. As Hassan Abu Rejalah, 50, and his seven sons continue to grow their family, their expanding three-story home stands as a symbol of Palestinian steadfastness, visible from Kfar Tarfon across a small valley.
In retaliation for their resilience, the settlers intensified their aggression:
- They herded their sheep through the family’s hillside plot, destroying vital crops.
- They brazenly drove up to the family’s doorstep, stealing harvested vegetables and disabling a driveway gate, all captured by surveillance cameras.
- False accusations were leveled against two family members, leading to the brutal arrest of Ibrahim, 31, and Daoud, 26, Hassan’s sons. They were beaten by Israeli soldiers, imprisoned for five days, and then released without charge – a common tactic of intimidation.
The Israeli military confirmed the detentions, claiming Palestinians had thrown stones, but offered no explanation for the reported beatings or the lack of charges. Such experiences are tragically familiar to Palestinians across the West Bank.
Unprecedented Cruelty to Animals
What distinguished these recent attacks was the shocking level of cruelty directed at animals. Last fall, a neighbor discovered a dead donkey hanging from his olive tree – a grotesque act that further deterred the olive harvest.
On February 18, the Abu Rejalah family witnessed a settler grazing his sheep on their property and throwing stones at another dog, Angel, a Malinois mix. Two days later, Angel succumbed to his wounds.
The May 14 attack on Lucy was meticulously documented. Ibrahim recorded a settler throwing a stone at their window and immediately called Israeli police and Palestinian security. Israeli soldiers arrived, only to caution him: “As long as they’re around, don’t go outside.”
The same settler, later identified by police, returned the next day. With family members recording, the young man, accompanied by two dogs, approached Lucy, who was chained. He threw a grapefruit-sized rock at another dog, Cheetah, who fled, bloodied. Then, armed with two clubs, he began his savage assault on Lucy.
He relentlessly pummeled her head, striking her at least 17 times before she collapsed, and continued for nine more blows. Ibrahim’s desperate calls to Israeli police during the attack were met with promises of immediate deployment, yet police and soldiers only appeared days later.
The Israeli police, claiming to have only learned of the incident after the video went viral, launched an “intensive” investigation, urging the attacker to surrender. The Israeli military, in a rare admission, stated that Kfar Tarfon was an “illegal outpost” and “expected to be evacuated,” a promise often unfulfilled.
At the illegal outpost, settlers refused to comment, demonstrating their continued defiance and impunity.
Lucy’s Miraculous Survival and Lingering Fear
Miraculously, Lucy survived. Dr. Ashraf Shiban, a veterinarian, reported two skull fractures and a 10-centimeter gash. Blinded in her left eye, she is slowly recovering, her treatment funded by an Israeli animal-rescue group – a testament to the compassion of some, starkly contrasting the brutality of others.
The Abu Rejalah family, having bravely spoken out, now fears further attacks from the Kfar Tarfon settlers. They hold little confidence that justice will be served, reflecting the deep-seated distrust in a system that consistently fails to protect them.
Hassan Abu Rejalah, who worked for years inside Israel, expressed his profound disbelief: “Every house has a pet, a dog or a cat. They love pets. What would make them do such a thing, if not to scare off people?” His words underscore the calculated terror behind these acts, designed to ethnically cleanse Palestinians from their land.
